according to JRR Tolkien, early in the first age, Melkor took Ents and corrupted them to create a race of trolls, which were taller than men and covered in scales. there were several varieties. all but the Olog-hai (Sauron bred this kind in the third age to be stronger, more intelligent, and able to live in sunlight) would turn into stone in the sunlight.
Goblins seem to be the same as Orcs in Middle Earth, perhaps they are regionally called goblins instead of orcs.
Melkor took some Elves and corrupted them to become Orcs, which were "squat, swarthy creatures"
since trolls are larger then men, and the mini-figure in question is the same height as a man, and "goblin" is virtually synonymous with "orc," it must be an orc!
