    I had the same issue as well but I was using the PDF instructions in the LEGO builder app. The digital instructions showed the assembly with the 3L bars for me as well. But then I checked the actual paper instructions that came with the set and saw what appeared to be an updated version of the assembly with the flags attaching better.
