Is there a reason why I can't join the server?

I'm pretty sure EVERYONE has been griefed. The griefer posted a bulletin on the board saying something like: You destroyed my home I will destroy yours and another sign saying -Omega

Is the server down? Every time I try to join it says "Connection Refused"

Although I'm not a admin, I still play on the server with my friend. It's awesome!
