Because it makes the Polybags more sought after. If LEGO is gonna release a figure by itself, it's probably gonna be made to be sought-after and well-detailed.

Mine was 75053 The Ghost. Got it last night and built it today. Think I'll get the Phantom next month and Ezra's Speeder Bike to get Sabine.
