It's a critical prelude to the most important announcement of all the announcements that were supposed to be made last year but weren't made until this year: Count Lewisham, the Salida Este magnate you've never heard of, is running for Admius Legistrad of Eslandola's Colonial Council! Jimmy: Come one, come all! Come see the great, the magnificent, Count Lewisham, candidate for AL of the mighty Eslandola! Count Lewisham promises to raise taxes if you want them raised and to lower them if you want them lowered! Timmy: Count Lewisham promises to faithfully represent his constituents. Jimmy: Isn't that just what I said. Count Lewisham continues to stroll through the arch in dignified silence. Jimmy: Count Lewisham promises free handouts to those who want welfare and more defense spending to those who want warfare! As for the build, that was inspired by Bart de Dobbelaer's recent use of azure. Was fun to use those new swirly minifigure stand things as water fountains too! C&C welcome!

Among the order of business was the offer of assistance to Archduke Oldis of Terraversa, in light of the rumors that a foreign power was fomenting an uprising on the island. Subsequently, Oleon's invasion became public knowledge, and, with the outbreak of war in September of 620, Eslandola sent mercenaries to aid in Terraversa's defense. Now word has reached all of the Brick Seas that Kings Port has fallen to the bluecoats, and the Colonial Council reconvenes to discuss what Eslandola should do now.

The council secretary had sent word to all council members that there was business at hand, and members were slowly returning. Two letters had arrived that warranted the action of the council: - The first letter had been forwarded by Eslandola's ambassador to Terraversa, and came from none other than Don Isaac Montoya, Consul of Corrington. In the letter, Montoya states that Corrington has uncovered evidence of a foreign power funding and arming rebels fighting against Terraversan independence, and he seeks Eslandola's help to ensure Terraversa does not fall into enemy hands and cut off the colonies from the continent. - In the second letter, again from Consul Montoya, in response to Felipe de la Manzana's inquiry about the return of Eslandian ships captured from the pirate LeColeon, Corrington seeks Eslandian assurances of increased anti-piracy efforts in the Brick Seas. Guilder sat at his desk and re-read the contents of the letters as he waited for the council members to return to the hall.

  5. In Weelond, Gov. Willem Guilder, Aaron van der Meede, and Pieter Reyngout announced their campaign to represent Eslandola's citizens of the Sea of Storms in the Colonial Council. And so they sailed to Bardo, the center of all activity on Eslandola's other island in the region. Around the fountain in front of the Bardo Town Hall, Col. Oystridge, the Mayor of Bardo, introduced the trio to a waiting crowd. Col. Oystridge spoke first. "It has been an honor to serve the citizens of Bardo in the first year of our Colonial Council. ..." After a few words, he turned things over to Gov. Guilder. "Thank you, Colonel, for your service to Bardo, the region, and all of colonial Eslandola!" Guilder began. Turning to the crowd, "I hope that, along with Mr. van der Meede and Mr. Reyngout, I can represent you as well in the coming year as Col. Oystridge has done for the past year." Guilder introduced his running mates and extolled their virtues, both being members of the town council in Weelond, "both local businessmen who know what it's like to carve out a new life in the islands of the Sea of Storms." Then he spoke of his own history in the islands, rising from dock agent to Director of the Merchant's Colonial Trading Company to Eslandola's Secretary of Trade. Guilder then spoke about the need for active leadership in the council. "This is an easy time to become complacent. The war with Mardier is over, the dispute over Isla de Victoria and its refugees resolved, and trade ships sail the seas once more without threat of privateers or foreign navies. Our settlements in the east continue to grow, and new horizons are open to our trade fleets. But unless we are vigilant, making sure our home ports are healthy, and alert to the ever-changing political landscape of the Brick Seas, this time of peace can be squandered." Guilder looked around to make sure the crowd was paying attention. "I was saddened earlier this year when Román Esteban Fontonajo stepped down from his position as Admius Legistrad. He was a strong leader of our Colonial Council and is dearly missed. It is his example -- of stepping up to leadership when called -- that inspires me in many ways." Guilder paused to quietly clear his throat. "And as I stand before you here today, no one has stepped up to lead us in the new year. No one has announced their candidacy for the office of Admius Legistrad. I cannot stand by and watch our ship sail on with no one at the helm. Therefore, as well as serving you as a representative of the Sea of Storms, I ask you to support me in leading all the regions of colonial Eslandola as Admius Legistrad!" The announcement caught everyone by surprise, but the reaction was more than Guilder could have hoped for. The crowd broke out in cheers of "Admius Legistrad!" Guilder raised his cane in acknowledgment. And so, Willem Guilder threw his hat in the ring for a position he had not sought, but one that he felt he must now seek, for the good of Eslandola and its colonies. ------ One more pic of the build: ---------- This is my build to announce Guilder's candidacy for Admius Legistrad. The town hall is copied from Sir Stig's build from last year. I copied it as practically as I could, but did not have the pieces necessary to build it to its full width (or full detailing). it's always fun to work with his designs, as he usually creates good architectural relief and detail that I struggle with. As usual, all C&C welcome.
  6. Pieter Reyngout was still mourning his uncle, Cornelius Reyngout, who was lost at sea when the Prince Fernando went down in October. With his own father also gone, Pieter was now the head of the Reyngout family in the islands. He had a successful business -- a small tavern -- and was already a member of Weelond’s town council, but now he wanted to do more. Aaron van der Meede, the head of the town council, was a common visitor to Reyngout’s Tavern, and many evenings it was an unofficial meeting location for the town council. Aaron was also a member of the Colonial Council. When van der Meede mentioned that he and Governor Guilder were looking for a local businessman to join them in running for the Sea of Storms seats in the Colonial Council for the new year, Pieter knew this was what he was looking for. Aaron made the arrangements, and before Pieter knew it, he was standing with Guilder and van der Meede in front of his own tavern, talking to a gathering crowd about serving in the Colonial Council. Well, Guilder was doing most of the talking. “Weelond and Bardo deserve strong representation in the Council,” Guilder told the gathered crowd. “With Victor Servadac away on a mission for the White Glove Order, and Marquis Alkuda moved to Puerto Desafio, a new delegation is needed for the Sea of Storms. As such, Mr. van der Meede and I will step away from the MCTC delegation to the Colonial Council so we may represent YOU, the citizens of the An Holli and An Toli. Other MCTC members will take our place in the MCTC delegation. This move will allow us to better address the issues that affect all of you, not just MCTC members.” Guilder continued to extol the virtues of having such fine members of the community represent them in the Colonial Council. Pieter found himself listening to his own thoughts, however, as he looked at the faces in the crowd. Suddenly, Pieter was aware that Guilder was motioning toward him with his walking stick and had stopped talking. After a brief silence, Pieter shook off his haze and addressed the crowd. “I know almost all of you here, and I think you know me. You are my neighbors, my tavern patrons, my friends. I already work for you in the town council, but to represent you to all of colonial Eslandola would be quite a responsibility. I know the issues that face us here in the Sea of Storms, the issues that we face running a small business or farm, raising a family, making a better life for ourselves in the islands, and I promise to keep OUR concerns at the forefront of my deliberations on any matter before the council … if you so choose to have me represent you.” Pieter exhaled. “Well said, well said!” exclaimed Guilder. The governor continued on, and Aaron was ready to speak when it was his turn. Pieter went back to his thoughts, trying to put himself into the shoes of the people gathered before him: a baker, a cordwainer, the miller’s wife, a farmhand, a sailor … a wide variety of occupations, but all making their life here in the islands. He knew he could give all of them a voice in the Colonial Council. --------- A view of the full build: Pieter Reyngout in front of his tavern: -------- This is my campaign build for the Sea of Storms seats in Eslandola's Colonial Council. I had hoped to build more of the tavern, but I didn't have the right bricks in the right colors to build it out fully as I have it planned in my head. So I just built the entrance here, and I hope to expand the exterior and detail an interior in future builds. I'll also need to replace those black double doors; they just didn't photograph well at all. As usual, all C&C welcome. Thanks for looking.

For the First Cycle, the Colonial Council will meet at the lecture hall in Weelond on the island of An Holli in the Sea of Storms. The hall has been renamed Colonial Hall to honor this momentous occasion. Eslandola’s Admius Legistrad, the leader of the Colonial Council, is Román Esteban Fontonajo, Mayor of Nova Terreli and Governor of the island of Nellisa. The delegations representing the colonial regions and the trade companies are made up of three representatives each. The East Trade-Wind Company is represented by: Colonel Brickinson, adventurer extraordinaire; George, the brains of the ETWC; and Alberto da Pontelli, Mayor of Pontelli. The Merchant’s Colonial Trading Company is represented by: Willem Guilder, Eslandola Secretary of Trade; Aaron van der Meede, attorney and Weelond town council member; and Captain Philip Janszen of the Far Horizon. After said time expires, the treasury could be scrutinized, and any need for further taxation considered. "As for Royal Properties, I suggest that we send out a letter signed by the members of the Colonial Council to every settlement of Eslandola, asking for voluntary aid for the construction of three Royal Properties for the faction - the first to be completed between the first of June and the last of August, the second between the first of September and the last of November, and the third between the first of December and the last of February of the year 618. If they could be completed sooner - even better! But I do believe that is a modest goal to aim for at the moment, given that all our citizens have their own stories and wallets to be looking after as well." Result: Passed (12 'Aye's, 2 'Nay's, 1 Abstention, and 4 chaps on vacation) Proposal 1-B: We, the Colonial Council of Eslandola, enact the following funding of properties licensed by any Eslandolan in any Eslandolan settlement in the Colonies from January 17th, 617 AE to April 17th, 617 AE: - 15 Dubloons for every small property - 30 Dubloons for every medium property - 50 Dubloons for every large property - 500 Dubloons for every royal property (only 150 Dubloons for private palaces) - 15 Dubloons for prospecting - 20 Dubloons for setting up any mine Result: passed (11 for, 10 against) Proposal 1-C: We, the Colonial Council of Eslandola, enact the following funding of ships licensed by any Eslandolan from January 17th, 617 AE to April 17th, 617 AE: - 10 Dubloons for ships rated class 0 or class 1 - 25 Dubloons for ships rated class 2 - 45 Dubloons for ships rated class 3, or 80 Dubloons if sold to Eslandola - 75 Dubloons for ships rated class 4, or 150 Dubloons if sold to Eslandola - 100 Dubloons for ships rated class 5 or higher, or 200 Dubloons if sold to Eslandola Result: passed (20 for, 1 against, 0 abstentions) Proposal 2: All (active) Eslandolan members co-operate to build at least 3 Royal Properties, licenced by Eslandola. Result: passed (12 for, 3 against, 6 abstentions) Proposal 3: Please vote on the new salaries for the members of the Colonial Council: 3a) Don't alter current salaries (50 DBs for Admius Legistrad, 25 DBs for members of the council) 3b) Reduce salaries as suggested by Román Fontonajo (15 DBs for Admius Legistrad, 10 DBs for members of the council) 3c) Reduce salaries based on the suggestion from Governor Damaximus (10 DBs for Admius Legistrad, 5 DBs for members of the council) 3d) Eliminate salaries entirely as suggested by Aaron van der Meede. 3e) Members may voluntarily reduce their own salaries on an individual basis. Half of the reduction stays with Eslandola, the other half goes to another council member of their choice. Based on the suggestion of Agent Guelds. History, my dear folks, is in the making! Just a small build to celebrate Captain Whiffo's first proposal in the Colonial Council - which passed, naturally, and with flying colours - especially as it had to do with minimizing taxes... The Chandelier: Among others who voted for the proposal (from left to right, below) we find here Mr. Jerome Monezterrell, Captain Whiffo (though, actually, he didn't vote himself...), Myles Bowditch, Mr. Aaron van der Meede, Captain Philip Janszen, General Samu, and Colonel Oystridge, some of the leading members of Eslandola, and all delegates in the Colonial Council. One more overview: And lastly, a shot of the delegates by themselves - I was quite happy that I was able to get at least one from each delegation which voted for the proposal in, even with so little room! A couple of other things... The windows are based on Elostirion's excellent design for the Parliamentary seat in Montario (Lion Hall) with only minor changes (which would also be where this build takes place), and the hat rack was ruthlessly stolen borrowed straight from Ayrlego's design in his latest build Thanks for viewing, all, C&C are welcome!

The villainous Sea Rats may have just conducted a vicious raid against us at sea, and we might be involved in a great war effort against the cowardly nation otherwise known as Mardier, but that won't get in our way as far as being Eslandolans is concerned! As such, therefore, the Second Cycle of Campaigns for the Colonial Council of Eslandola is now officially open! Let's let all those rogues and rogue nations out there know how much we mind their puny assaults! The following positions are open to campaigning: Independent - any Eslandian, not a member of a TC Region A (Sea of Storms: An Toli, An Holli) - any Eslandian, resident of (i.e. owning a residence in) region A Region B (Sea of Thieves: Nelissa, Berreli, Ferro Azure, Torrach Bonn, Isla Philippe) - any Eslandian, resident of region B Region C (Prio Sea: Isla de la Victoria, Otoño, La Sombra) - any Eslandian, resident of region C Besides which, of course, each of the TCs will be sending a member (Admius Legistrad is a post for 6 months, so it won't be up again until the end of June). .   11. Montario, on the island of Nellisa. Home of the rich and important on Nellisa, centre of education, art and culture in the Eslandolan Colonies. Home to the Lion Hall, an assembly hall for the Colonial Council of Eslandola. The estate is protected by a small gatehouse, from which a driveway climbs the small hill, ending in a circle around a fountain in front of the stairs to the gates of the Council Hall. The hall itself shows architectural intricacies, most iconic of all the lionheads engraved into the wall, giving the hall its name. The roof is shaped in the typical Montario-style. A golden ridge crowns the roof, and green and yellow flags wave in the wind, displaying the pride of Eslandola. A broad stair leads up towards the gates, flanked by two statues: The Warrior and The Explorer, both in golden colour, displaying what has made Eslandola great in the colonies: Fortitude, Exploration and Mercantilism. The large windows make sure the Council Hall is flooded with light, for long council sessions. The large Lion Hall provides space for all potential 25 members of the Colonial Council, arranged in rows of three each, with a small podium for the Admius Legistrad, leading the sessions. The gatehouse is always guarded by two guards from "The Eagles of Nellisa", one of Román Fontonajo's private troops. At the end of the driveway a small fountain adds some motion to the silent estate. A small look ahead in time, towards the evening before the first session of the Colonial Council on Nellisa: Román Esteban Fontonajo, build-owner of the Lion Hall, and current Admius Legistrad, has just finished some work in preparations for tomorrow's session and is enjoying a rare sip of fine Oleander red wine, while outside his loyal bodyguard Betito watches the entrance, and a carriage stands ready and waiting. ... General Samu from the Prio Seas: "We must not relent enforcing our naval and armed forces! War is always at hand!" Farrucio Paraja from MAESTRO: "I fully agree, as you know, but as I have stated numerous time: Quality before quantity. We must cease to build ships of lesser excellence." ... ... Aaron van der Meede: "I cannot, and will not, change my opinion on this matter, dear Senor Fontonajo, with all the appropriate respect towards your well thought-out arguments." Raphael Fontonajo: "At some point, young man, at some point in the future you will realise. There is more to being right than the exact wording of the law."   12. Events were moving quickly in Eslandola these days. The king had signed the magna carta, a colonial council was to be formed, and elections to that new governmental body were just around the corner. But where would the new Colonial Council meet? Gov. Guilder thought he had just the place. Weelond's lecture hall was not heavily used, and it was large enough to host large meetings. Although the meeting location of the new council was likely to rotate throughout the colonies, as Eslandola's oldest colony, Guilder thought Weelond was an appropriate location for the first council session. But where the council would meet was not Guilder's decision to make, so after he had the main hall prepared for the council. he invited several of Eslandola's prominent citizens to an unveiling of the renovated lecture hall. Hopefully they would approve of the Weelond lecture hall as a suitable first location for the new Colonial Council. Let's go in... The lecture dias was perfect for the Admius Legistrad, the council leader. Banners were hung on the back wall, flanking the crossed anchors relief behind the dias. MAESTRO representatives discussed matters... The large windows along the side walls let in plenty of light. Members of trade companies and independent traders engaged in lively conversation. The initial council would have seven delegations of three members each, although an eighth delegation was likely in the future. Desks for each council member were covered with green cloth, and provided an ink well and quill. No need for the unused desks to have an ink well, but one of the desks that is supposed to have one is missing it. Perhaps this fellow knows something about that. (I've been looking for an excuse to build it in Lego for several years.) The design for the top of the door frames was stolen from Bregir [edit: apparently I stole it from Oleander architects instead]; the design of the fireplaces was largely stolen from Garmadon. I hope my use of several Eslandolan sigfigs was acceptable to those involved. And since it's hard to classify just what property category "government" falls under, and given the backstory for the build as a lecture hall, I'm licensing the build as a large educational property. Magna Charta: Although in the ages of barbarianism and serfdom a King was essential to secure Eslandola from ravages without, the time has now come to require assurances from the King against ravages within. The rights of a law-abiding citizen to life, liberty, and the pursuit of happiness, demand that government be for the people; and to assure that, it must be by the people. To achieve such a government in New Eslandola a convention is hereby authorized, whose decisions will become law. In recognition of the validity of this document, I, King Augusto Fernando VIII, do hereby sign my name: Fernando Augusto Fernando Augusto VII, King, Eslandola Constitution: The Kingdom of Eslandola will be governed by two councils, the Continental Council and the Colonial Council. The Continental Council, Section I: a) The Continental Council will consist of the relevant BoBS leaders. b) The Continental Council determines locations for troops, ships, and forts, but may be overruled up to half of the force in dispute by the Colonial Council. c) The Continental Council alone has the prerogative to declare war, but may not do so without the express consent of the Colonial Council. d) The Continental Council alone may sign treaties, but they must be ratified by the Colonial Council prior to signing. e) The Continental Council may veto any monopoly. f) The Continental Council has as its sole prerogative the granting of charters, including but not necessarily limited to charters for Trade Companies, Settlements, and Royal Properties. A grant may be vetoed by the Colonial Council. g) The Continental Council must supervise elections to the Colonial Council and must insure that elections be completed in a timely fashion. Establishment of the Colonial Council, Section II: a) The Colonial Council shall consist of eight positions; one position shall be granted to each recognized Trade Company (at the time of signing, East Trade-Wind Company, Merchant’s Colonial Trading Company, and Mpya-Stedor All-Encompassing Science, Trade & Resources Organization); one position shall be granted to independents; one position shall be granted to the representatives of each of the three regions; one position shall be reserved for the Admius Legistrad, elected by all citizens of Eslandola. b) Each Trade Company may decide internally how and when to appoint or elect a member to its position. c) The Independent Position shall be voted upon by all interested members of Eslandola not affiliated with a Trade Company. d) The Regional Positions shall be voted upon by members of a region. No member may vote in more than one region. No member holding a position as Governor or Mayor may vote in a region outside of that in which he exercises authority. No member may vote in a region in which he has not placed a build. Regional Positions may be added by vote of the Colonial Council. e) The Admius Legistrad shall be elected by all citizens of Eslandola. He shall be responsible for seeing bills through to their conclusion, for announcing the results of a vote, for communication with the Continental Council, and for keeping peace within the Colonial Council. f) Each position shall consist of three seats, equal to three votes, to be used as the member holding the position deems fit, except in the case of the Admius Legistrad who shall have one seat with three votes and the power of breaking any tie. g) Elections shall be held once every four months, except for the Admius Legistrad, which shall be held once every sixth months. h) Campaigns shall begin two weeks before the election begins. Campaigners must present a minifigure and a speech; further propaganda is left to each campaigner’s discretion. i) Council members may resign with two weeks of prior notice. Vacancies shall not be filled until the next election, except in the case of Trade Company positions, or in the case of Admius Legistrad, for whom a replacement shall be found by the remaining members of the Council from one of their number until the end of the term only. No member, after having resigned, may campaign in the following election. Operation of the Colonial Council, Section III: a) Each position shall be granted a salary of 25 DBs monthly, except in the case of Admius Legistrad, who will be granted 50 DBs a month. Amended: Salaries for Council members have been since eliminated entirely. b) Any member who fails to register either a vote or an abstention, and has not sent a letter of excuse, shall be fined 100 DBs, except in the case of the Admius Legistrad, whose disappearance without a letter of excuse shall be penalized by 500 DBs. Two letters of excuse in succession from the Admius Legistrad shall result in a fine of 500 DBs. c) Any resolution shall be passed by a majority of 51% of votes cast, save in the case of veto upon the Continental Council, which shall be passed when relevant by a majority of 66% of votes cast. d) The Colonial Council shall hold its meetings in a designated thread, but may adjourn by vote to a private thread for a specific length of time. e) The Colonial Council shall vote openly, but may determine by vote upon a secret ballot at any time. Prerogatives of the Colonial Council, Section IV: a) The Colonial Council shall decide by vote when and how many troops, ships, or forts to build, raise, disband, or sell, above the automatic thresholds. b) The Colonial Council may overrule (up to half of the forces available) the disposition of forces made by the Continental Council by a veto vote. c) The Colonial Council may not declare war, but must approve for any war to be declared. d) The Colonial Council may not sign treaties, but must ratify prior to their signing. e) The Colonial Council may propose and vote upon new monopolies, but the Continental Council possesses veto power. f) The Colonial Council may veto any charter granted by the Continental Council. g) The Colonial Council may determine when to recognize a chartered Trade Company, admitting them to a permanent seat on the Colonial Council. h) The Colonial Council may raise or lower taxes by vote without let or hindrance. i) Veto upon the Continental Council may only be considered for one month subsequent to the Continental Council’s decision. j) The above provisions notwithstanding, the Colonial Council shall take no action disapproved by the leadership of the Brick Seas. Judicial System, Section V: a) All judicial cases will be decided by a jury randomly chosen from among active Eslandian members and presided over by a member of the Continental Council as judge. b) The jury shall determine guilt; the judge shall pronounce the sentence. c) Any citizen of Eslandola in good standing may bring a case to trial at the relevant time (quarterly). Bill of Rights: I. The right of each citizen of Eslandola to his own form of religion shall not be infringed. II. The right of each citizen of Eslandola to a free expression of his sentiments upon his own property or upon public property shall not be infringed. III. The right of each citizen of Eslandola to raise troops, establish forts, and license ships shall not be infringed. IV. Private property of Eslandian citizens shall not be taken for public use without the consent of the owner. V. This Bill of Rights notwithstanding, no member shall take action disapproved by the leadership of EuroBricks and/or the Brick Seas.
