In the Man I think they can be used, because the sides of the cab are not totally flat, but there is some recess over the wheelarches.

The TGS is like the Arocs. The mudguards are wider than the Cab.

The fenders are not perfect, but a good compromise, i think

question is only how to gain round shape at the front of fenders without holes between technic fender and slope brick (I assume that slope brick will be used) ?

I also prefer the one to the right, except for the extra gap on that grill’s upper left.
 

The red panels on the right give a much cleaner look in my opinion.

The cab is actually 1.5 studs, and i have to moove cab and Bumper a half stud higher to get a proper connection between bumper and frame. So your guess will probably fit.

The Cab is now in the correct Position, but, the measuremnts of the real tgs says the frontaxle need to be 2 studs closer together. now is the question, second axle forward or first axle back?

What I always do is to take a diagram of the model I am building, and follow it as closely as possible.
Maybe you can scale a blueprint to match your tires, and then measure which tire/wheel should be moved front/back.

I haven't measured, but I can see right now that (in the blueprint), the front wheels' center is standing right at the middle of the side window on the cab.
On your model, the front wheel is standing very closely to that.
So, I would say, move the second axle forward, and leave the front axle as is.

To get a blueprint for the 2021 TGS is very hard, even good pictures from the Side are hard to get. Especially for a special chassis like this.

speeking of the Wheel distance i agree with @Milan : move the second axle to the front.

For the distance between second and third axle, i guess this is variable and linked to the type of truck you build?
