The company from the license (for example Disney) also wants to see money. Another disadvantage I think is that there is less room to design sets. Everything has to be based at something. A LEGO designer can build a beautiful space station, but if it never was in a Star Wars movie, book, comic or series, it will never be released as a Star Wars set.
