I like to imagine that this is the set he's so enthused about. This set alone.

Imagine the fun you could have with two of this set. NO. That would be too much to handle.

I doubt it would be. From my experience, set numbers of 9### are usually Dacta sets.

Almost every set is Dacta, with a few exceptions. But with my luck... or I'm still bitter that the 8000-range got invaded by Star Wars, Bionicle and misc other non-Technic sets. ;)

BIONICLE was still considered Technic from 2001-2003. Only in 2004 did they decide it was a separate brand entirely (probably since as early as 2001 sales indicated that most buyers thought of the theme more as buildable action figures than as "complex building" sets). So that explains why it was placed with Technic sets in the "set number continuum".
