[W-OKT] Weelond street scene during Oktober feast

The Greenies' October feast seems to be all about dancing, drinklng and having fun. it was an occasion for the Eslandian merchantmen to get some precious rest after year long relentless efforts in thieving earning doubloons.  It also offers a way to settlers from every part of New Terra to shelve disputes and gather together to enjoy the hospitality of the Weelondians.
