I got it from the Dreamworld LEGO store.

The report from Bricking Around says that the police car (and the Ute+Kayak set) are (in Australia) exclusive to "Grocery Channels" which probably means you will need to keep your eyes on Coles and Woolies to find one (or buy one online)

Someone I follow on Instagram posted a picture of  this polybag on sale in Walmart. The bag is numbered 30364, and it's $3.99. Nice printed popcorn carton 1x1 brick included. 

Fingers crossed for availability here in Ireland!

Thanks for the link to the instructions, @BigRedGoat! :classic:

The popcorn cart looks nice, but definately misses some sort of manual for operating it.

But since I bet that the Fairground People Pack will include a popcorn cart or at least a popcorn machine anyway, there's not reason to buy this polybag for a huge price.

Which makes no sense as those 15.99 sets are sold in every Kmart, Target and BigW so yeah, not sure about that LOL

Funny to read that now, because in the City 2019 magazine issue 1, there's a sky police cop (minijet set included), chasing a bunch of villains (the ones that use the Drones in the set line) that escaped the air-base jail and then go to the Boss' grandma to eat pies, and take some  with them, to later throw into a chasing cop's face messing up his radio contact :roflmao:

Not exactly donut smugglers but Pies are close.

Boss name is called Tony Colorado (probably a reference to Tony Montana), Minijet Cop's name is Tom Maverick (reference to Tom Cruise in Top Gun)

I bet, since they just came out with this poly bag, that they’re won’t be popcorn cart. Maybe a pretzel cart or something similar though.

You might be right. But firstly in the past there have been two models of very familiar vehicles (e. g. police ATVs or fire ATVs when there was one in the regular subtheme and one seperately sold as a polybag). And secondly I simply can't imagine thatTLG doesn't include a popcorn cart or at least a popcorn machine in the people pack since you automatically think about popcorn when fairground comes to your mind.

A pretzel cart sounds indeed like a great idea - I hope that there'll be for new torsos and new pants Bavarian styles (Oktoberfest) (one male and one female) anyway!

And let's hope that the new medium long pants (from the HP CMF) make it into that people pack, too!

No. And I bet that there won't be a train station as a regular set. Ok, the sets list isn't finished yet since there's missing the second subtheme for summer. But I bet that all regular sold civilian sets are already listed: the opening of the donuts store, fairground people pack, fire truck (4+ ?) and City garage (4+ ?). So the only chance I see for a train station is to be sold as one of the yearly exclusive City sets - but til we know them, there's already some months to wait.

So there will be two people packs this summer: a space themed one, and a general one, what is now themed funfair - we knew this a few weeks ago.

Whoa whoa whoa, one of the sets from the upcoming Space subtheme is a PEOPLE PACK:distressed:

Does it have as many figures as the fairground one?

I think yes because they have similar piece counts (space: 209, fair: 183).

The shop wrote it to 60230 Space People Pack as an attention:

'Ce produit faisant partie d’un assortiment de plusieurs modèles, il nous est impossible de vous livrer un modèle ou un coloris précis. En commandant cet article, vous acceptez donc de recevoir un modèle en fonction de notre stock disponible.'

The other PP doesn't contain it.

Not sure how accurate it is, but here's an English translation of that description via Microsoft Translator:

But the thing is though, it can't be a CMS/Blind-bag set, as it does state it has a set piece count of 209 parts. :def_shrug:

I'd wager that either the disclaimer text or piece-count is there by mistake. Sure would be interesting if it were a blind bag item. Maybe it's just the minifigure that is random, or perhaps a random included accessory akin to the Nexo Power packs?

Hopefully we find out at ToyFair.
