what happens to the winning entry?...does it get made into an official set?

No, but the winner gets to go to Stuttgart's Porsche museum. The winner and the runners-up get Porsche 911 GT3 RS sets and die-cast models.

Its a great museum for any Porsche fan.

Though I would recommend the Mercedes museum (also Stuttgart) as a better overall experience, with a lot more variety and context to the brand history.
