It's WeDo part which lets you connect other WeDo stuff to your computer. This includes motors, so yes, you can run motors from a computer, but don't expect miracles because USB provides only 5V, so motors are barely working.

I did a few projects with WeDo a few years ago, but for most part it felt like poor man's NXT. The software is very limiting in what you can program, and low voltage makes motors' performance frustrating (running more than one at a time is a miracle).
