Looking at the picture, it might be impossible as the 8 tooth gear is half a stud in the hub. the 24 tooth gear might just slip on the edge of the 8 tooth gear. 

Does anybody know if the axle is free to move in this part :

Just in older CV joint; based on review videos when you turn upside down new joint it is still axle connected to it . .

Usually directly from LEGO is cheaper, but it will take longer. After a while they’ll be cheaper on bricklink, in my experience.

If you put the latter with one another face to face, they will spin together. It cannot be done with the newer obviously

Otherwise, they are just the same

From what I looked, this usage of the part was never made.
I haven't found any model that used this side of the part to do a connection.

I made a try mating two 654227 together, but the total thickness will be less than two studs, more precisely two studs minus one crenel height ==> a bushing (or anything else, which will be placed "off-grid") will be necessary for holding these gears together.

One can also mate this gear to an old technic plate with crenelated holes (https://www.bricklink.com/v2/catalog/catalogitem.page?P=4263#T=S&O={"iconly":0}) in order to freely/independently rotate/spin something on the axis.

Another subtle difference between these two parts : you can't mount the old version (654227) on a pin because there is no widening on the center hole for locking the pin's "tabs".

I just noticed that the list of the part that will be aviable from Lego brick and pieces for the 42110 includes the wheels, the tyres  and the olive green parts.
EDIT:
There are also the part for the 42100; it includes the new linear clutches, the 7*11 frames, and the longer actuator.
However their price hurts... (it's equal to 9,44€ or 10,32 $)

A problem remains on the clock design for the hand in question : the Z16 gear with crenels seems unreachable for meshing because it is located right in the turntable's hole.

Behind it, there seems to be another Z16 one (with a round center hole too) driving it, but how ?

  • a clutch ring would allow too much backlash (almost 2*90°)
  • hot glue ? Not destructive but not pure LEGO
  • rubber (some small LEGO tire or non-LEGO stuff) ?

A link to the clock design would be interesting in order to investigate this.

(and something else : just notice the clever use of the outdated Z14 bevel gear, meshing with the Z56 V2 turntable : exact 1:4 gear ratio / no more 7 prime factor in it !)

Use a lienar (central) differential case and a few fixed gears meshing on it. Should work.

is this a legitimate Lego part? it has the lego logo but could be a 3d printed part with the lego logo as part of the print.

It looks like a photoshopped image. For example, the stud text is not parallel to the axes of symmetry of the axle. On a true Lego part, this would surely be aligned.

(Also, it would be a horrible part to remove.)

So my assumption is it's a "wish part" mock-up put together by a fan.

The stud part with the LEGO text is also asymmetrical to the axle part if you turn your head to the right and look at it vertically.

Definitely photoshopped from what I can see.

It's a wish that was shopped because someone wanted to make something with SNOT and needed to join plates to an axle hole on another part. That was a few years ago though.

I don't get how it was approved to be in the bricklink catalog in that case :S

The bricklink catalog is for official lego parts only right?

That is despite some parts being an unofficial color due to painting or 3d printing.

Are there LDRAW parts for technic soft axles sections & ends that can be used with MLCAD's flex hose generator? (like the 77.dat/u9053.dat pair for rigid hoses).
