I get parts direct from lego regularly for the past few years, never had a problem. It's better now, technic parts were limited before (ie: if a set only had two springs you could only order two) now you can order a lot more. Once you've found your parts, they email you the prices and postage then you call with the order number to pay. Or, find the parts you want, write down the numbers then call and do it all over the phone. They are very good.

Does TLG send pieces even to the countries where there is no S@H? Where exactly can you order in such a way - customer service? Can you please provide a link?

On the main page, there is a link for "missing bricks", once through that, you can buy loose bricks a couple different ways.
You can only do that if LEGO has offline shop in your country. You cannot buy and get parts shipped to other countries.

Use Bricklink, the pieces and the shipping cost are less than lego shop...

For example, in my country with official lego store the shipping cost is about 14e...than with bricklink with small parcel the cost is 2/3e...
