Build Question -- Creating a Flexible Tail...

Hi all,

Came across this picture on flickr, I've reached out to the OP, but no reply.

Was wondering how do you think the tail was built? I can't figure out how they connect / and have flexibility at the same time, what pieces would allow this?

Thanks for the reply. It seems like a reasonable solution -- though I'm wondering if it is rigid enough to maintain structure...Will check this out.

Maybe a tube with wire in it?
