The fire department makes up the main part of that, apparently one ambulance suffices and though the population of my town somehow has a 10% crime part, only 2 police vehicles suffice. Overview: The "do it all" Fire Engines. You might remember these from here, but I slightly upgraded them with a second compartment on the right hand side of the vehicle. The ladder: The divers squad car. This is a 4x4 and has ample clearance to go off road. All-round Truck to transport equipment. Currently loaded with a bobcat and a wheelbarrow. Have you considered making the all round truck have a roller container on the back, kind of like this http://en.m.wikipedia.org/wiki/Roller_container. Then it can carry whatever is needed to suit the job. In the UK the fire service use roller containers for special equipment, like foam canons and chemical disaster equipment.
