The glossary says "8x8," but it's not clear what unit of measurement is referred to. Inches? Centimeters? Studs?

I have a couple of ideas for some small MOCs, but I'd like to know what the unofficial "standard" is for such things.

this means studs.

BUT! It is a toy, you should enjoy Lego, so build as you like! And, please share with us ;)

It refers to studs, so a base that is 8 studs long and 8 studs wide. I don't think it's a strict standard though, as there are other sized creations that are referred to as vignettes. 8x8 seems to be most common and they generally tend to be 16x16 or smaller.
