City/town layout planning tool

Is there a computer tool to help plan a city/town layout?

And if so, does it have Lego road plates (that we can turn and move as needed)?

I've just been using LDD for layouts. It seems to work the best for me.

I'd only use LDD for baseplate size and placement. I've had to learn the hard way finding out that moving entire buildings in LDD can crash it.

I just downloaded LDD. Lets see how that works.

Using Goggle Maps helps too if you are basing town layouts on real world ones.

You can also use BlueBrick if you just want to use lego sets and (I don't use it often) you can somehow upload custom sets.
