Very creative idea. Might be a huge seller.

Lego's license with Lucasfilms does not allow them to sell "action figures" Hasbro has that license. Lego is licensed for construction sets. So they cannot sell sets of simply minifigs. They skirt this in the clone battle packs by making sure that they always have a vehicle or cannon or such of at least 50 or so pieces per 4 minifigs. Contrast that with their non licensed stuff like Alien Conquest or City where they can and do sell just minifig battle packs, or Ninjago where they sell individual minifig packs.

So yeah it was known that this one had no chance. The My Little Pony will get shot down as well because of licensing. When their primary competitor is not only the current license holder, but is also the outright owner of the IP, it ain't gonna happen.

Does TLG have any chance of making just figure packs for LOTR? Or does Hasbro have the license for that, too?

I can't remember who did the Lord of the Rings action figures, but "The Bridge Direct" are doing The Hobbit figures. However stuff like this doesn't depend so much on a license existing as it does the the terms, nature and scope of the various licensing agreements. For the most part that kind of stuff isn't common knowledge. One thing I find interesting is the existence of licensed Lego games (Hogwarts, Hoth and the upcoming Hobbit one). Which suggests there isn't an exclusive boardgame license for those properties and individual games might be licensed on a case by case basis.

However Hoth isn't available in the States due to licensing issues

We don't know that one yet. They were able to do so for PotC, so it all depends on the terms of the license, and who other license holders are and what may conflict.
