If an item is nearing the end of its stock life(as in fewer in stock) would they raise the price of those item/s? Also, can I use the VIP card i got from Lego.com in local Lego Stores? Quote

LEGO Brand Retail Store (Official LEGO stores) pricing is almost always the same as local S@H rates. Stock levels at a particular store matter little for the prices. You can use your VIP Card at any LBR Store. A list of them is available here. Quote
