Skinny Boy Posted January 28, 2012 Posted January 28, 2012 Cedar Bay, 2242. Over 200 years after The Great War, the city is still in turmoil. The New Cedarian Republic had brought peace to the area but is now facing a new threat: Caesar’s Legion, a huge army of slavers that seemed to appear from nowhere. They have cut off the city’s Southern and Western trade routes and are expected to attack at any moment. The NCR has decided to negotiate with 2 other major factions in the area: The Kings, a street gang to whom the city’s inhabitants have warmed up, and The Fiends, a large group of drug peddling junkies who have proven themselves in battle against the NCR time and time again. Their first meeting is to take place today in the NCR Ranger’s headquarters. The charismatic leader of the Kings, known simply as “The King” is more than glad to negotiate with the NCR, as his people are often harassed by the so called “peace keepers”. He would never want his city to be in the hands of slavers. Ashur, the head of the Fiends, is an ex-Brotherhood of Steel Paladin who was thought to have died during the purge of Pinewood. He rose from the rubble and appeared as a god to the raiders who watched. Their minds had been twisted by the industrial fumes of Pinewood and vowed to follow Ashur ‘till death. He observed these crazy people and manufactured a new chem. Using the waste from the factories. Ever since, “Sap” has been the highest selling chem on the market, and has plagued Cedar Bay for months. He thinks he can convince the NCR to befriend him, then take over the city using the power of Vault 23. Sarah and Mickey of Ronald’s Rangers. Also former members of the Brotherhood, they were with Ashur in Pinewood, and thought he had died. When news of “a god in black Power Armor” reached them, they never once thought it could be him. They are sickened by the sight of an old friend who has become nothing more than a druglord. The only thing the NCR have to offer these groups in return for their service is the highly prized contents of Vault 23. The Vault is still shut, but one man is almost able to penetrate the door, the former CEO of Octan Energy Inc, Dr. James Edgar Franklin. He had this mansion built before the war but never had the chance to move in. He was never informed that a Vault-tec Vault was constructed below it. On the day the bombs fell he was at Fort Titan Military base discussing a contract with General Harding. The sirens blared and all personnel entered a bunker and survived. However, the door malfunctioned and did not protect the inhabitants from radiation. All but James perished. He was ghoulified. He had no contact with his family and could tell his old home had been obliterated, so he went to his unfinished mansion. He saw footprints leading to a hole in the floor. He went down the hole into the basement, and out another door into a cave. Down a ladder and some steps, and saw a Vault Door, number 23. He jumped and screamed at the door and knew he could be seen by the camera, but the door never opened. With no one to care for anymore he journeyed to the Vault-tec Headquarters which was miraculously intact. He pulled all the files on number 23 and found that his family were scheduled to inhabit it. And so, he spent the next 200 years trying to enter the Vault. He visited all other Vaults in the area regularly, studying the door mechanisms of the open ones. He then began designing a drill which he hoped would penetrate the Vault and allow him to see his family’s descendants. But, by this time the NCR had formed and taken over the area, and even set up their Ranger HQ in his house. He knew that attempting to open the Vault then would be disastrous, as the NCR would enter and clear the place out in search of it’s secrets. So he delayed work on his drill as long as he could, until news of the Legion reached him. As bad as the NCR were, James knew the Legion would be much worse. With the help of Ronald’s Rangers, he was able to find the last component, the diamond-tipped drillbit. But, it was currently in Caesar’s land, so his only choice was to hire a courier to retrieve it. The courier arrived on the day of the big meeting, and so would be subject to a search before entering. Ronald of Ronald’s Rangers has informed Dr. Franklin that the NCR are going to seize the package. However, this is the least of their problems. As everyone is still completely oblivious as to what has been happening, inside the Vault... Vault 23 was not a control Vault. It was partially funded by Octan Energy, and was intended to house the company’s employees and their families. The Vault experiment required the inhabitants to create a renewable source of energy and power the Overseer’s terminal with it for 3 days, or 72 hours. This was one of the 2 ways the open the Vault door, as it did not have a switch. The other way, which the inhabitants were never told about, was to inform the overseer’s terminal that the task was impossible. Of course, neither of these events occurred and the Vault still remains shut. The first Overseer was James Franklin’s son, nominated by the other inhabitants. The next overseer was his son, and the next his, and so on. People were happy, and for almost 200 years the scientific minds of the Vault were convinced they would achieve the goal, until one day the majority just snapped. Only 2 security guards still believed it could happen, so they locked themselves in the entrance. The inhabitants stormed the laboratories and smashed as much as they could. 2 scientists remained safe in one of the testing rooms, and waited for the mob to leave, then locked the lab’s doors. Being in isolation for the past few days has turned them mad, and the only idea they’ve had is to place a banana in some toxic waste. The mob moved to get the Overseer next. They brought him out to the Atrium, covered his head with a bag, and strung him up against the wall. A group of 4 survivors took this opportunity to lock themselves in the overseer’s office. Since that fateful day the Vault has been almost silent. Any survivors are hunted by madmen for sport. The group in the office spent days looking through the terminal, and finding nothing. One found a switch which activates an elevator. He took a revolver and vowed to shoot anything that got in his way. Little did he know, what lay below would need more than a revolver to be eradicated... Robert Home. The new fast rising visionary of Octan Energy. He had worked with Vault-Tec and the U.S. government to make this Vault, and the base below it. The remnants of the U.S. government known simply as the “Enclave” built many of these bases across the country. With this one however, they underestimated the ingenuity of Home. He muscled them out and made the base his own private lab. He kept some officers and soldiers around to do his bidding: ferrying the inhabitants of the nearby Vault 37 (which also remains closed) to this lab to be transformed into his “super soliders”. A subject enters door #1. They receive a diploma, a boxing title, and some spiffy shorts, all in order to boost their self-confidence and morale. A robotic servant stands by to remove any errors in personality or appearance. They then proceed to door #2. Here they receive a full suit of body armour and vision enhancers. Nobody knows what happens in door #3. The subjects have their faces blanked out, and become completely docile. It seems one subject from this batch is missing. Mr. Home remains in cryogenic stasis. His office remains unused. Meanwhile... General Lee Oliver of the NCR waits for his guests to arrive. Chief Hanlon of the Rangers confirms security with him. However... The Legion has spies everywhere. This Frumentarius is to assassinate the 3 leaders whilst they are panicking over the explosion. These Legionaries will cause an explosion from below ground, killing the courier and destroying the drillbit he stole from Caesar’s lands, whilst the man on the roof takes out the leaders, bringing an end to the war. Because war... War never changes. (and I'll throw in an overview for good measure) Thanks for looking! Quote
