Built by the original founders of the Obsidian Pass now known as Azgareth. I would suggest that the 2 rooftop statues possibly honor the builders of the tower or possibly two famous lords. not much is known about the Black Miners who originally created the Obsidian Pass and most of its wonders, other than they were all slaughtered a long time ago.
