Like others, it is a special color element. Such elements are sometimes produced as test strikes, as special lots for LEGOLAND Park designers or for LEGO Designers to test in new sets. In this particular case it is nothing really new. I mean that it has been available for long time and it is no worthy to speculate, whether it is expectable to see this used in a set to be released in next releases. I've also a few, that I've bought from such stores in BrickLink. I've no precise idea how these stores get such elements to resell, despite I've some clues or guesses. Quote
