Log onto http://www.Lego.com , make sure that your Region (at the top-center) is set for your country, then look at the bottom of the screen for "Contact Us". Telephone Lego Customer Service to order your desired parts. You will need the LEGO Part Number (not the Bricklink number) for everything you want. To find this out, look at the Parts Inventory page at the back of your favorite Lego Technic set, and write down the numbers ahead of time; this Lego Customer Service webpage can help you download PDF Building Instructions. You can order a maximum of 15 different line items (not 15 pieces). You need a Credit Card number. If you don't have a Credit Card, shop on http://www.Bricklink.com (as Darth Dino suggested). Quote

You're now limited to 10 different elements during high season, but have a higher limit if you do the request online as long as you have the Element ID (the official online instructions require you to fill out a separate form for each kit...but if you know the Element ID, you can just add the list to the additional comments section of an order based on a kit). Bricklink/Peeron part numbers are called the "Design IDs", but when talking with the folks on Lego Direct, they use the 6-7 digit Element ID which is found on the back section of instructions of the current sets...or you can give them a set number and describe the part.
