True origin of the Riddler?

I was going trough Wikipedia and look what I found:

Filipino Gangs

A tattoo of a Question Mark (?) located on any part of the body is a mark of the infamous Filipino gang BNG or Bahala Na Gang ("Come What May"), known for being especially violent and dangerous.

I know that the Riddler is not part of a Filipini Gang, but I just thought it was fun to mention :-P .
