It definitely works in France, and most likely other parts of Europe, let us know how you fare. It tells me the exact same thing, but you just have to go back and start filling the shopping basket, and then it should automaticly knock off 30%. Atleast so it does for me. but after that cant I come any further because that I cant confirm the order for some strange reason.
