I remember getting my first female minifig (at least with pupils) was Mary Jane from the Goblin thing, it was about 7 or 8 bucks? Anyway, it had two faces. I'm sure this is a better thing for most people, as there is a lower amount of female figs in the first place, but I'm not one for it. I think the two I have that are not are the Camper one and the one with a bench/boombox (with a police officer, a guy in a suit, and some guy hauling stuff, I forget this set name.) I'd just like to know if I'm wrong or not. I have plans for four female figs to use in rotation, but two of them are from the City theme. Part of me doesn't want to use CMF heads because it seems so looked down upon, is this wrong? It's the tennis player and the lifeguard, if it matters. The only thing I am concerned about is that it may crack, as I can't stand cracked parts, even if it's in the inside of the legs. The heads, in fact, are almost indistinguishable from other minifigure heads (from my perspective, anyway-- it's possible others might have clearer perception of slight variations in color). Regarding your question, any female minifigure heads in the 90s or earlier had only one face, since the first double-sided heads were in 2001. But whether you'd like these heads depends on how much of a stickler you are for consistency-- as you may have noticed, older minifig heads tend to lack the "sparkle" found in the eyes of most of today's minifigures. I'm also going to assume you want only yellow-skinned minifigures and not fleshies or minifigures with unnatural skin tones (like white, blue, or green). Naturally, the one with the eyepatch is from Pirates (and I think also Castle). The one with the futuristic shades is from Agents. The one with the green eye-shadow has also been in Castle and Agents. There are also a number of non-gender-specific minifigure faces like this one or this one. Overall, even if you use only non-double-sided heads, there should be plenty of female faces to choose from. Still, it's a lot easier to get a good variety if you include minifigures with double-sided heads-- as long as they have long enough hair to cover up the reverse side, the side you're not using shouldn't have any effect on the minifigure's appearance.
