Asking because I wasn't aware Cloud City and the Sandcrawler were UCS?

Is there a definitive list somewhere which states what is classed as UCS?

They aren't. UCS is UCS if it has the acronym 'UCS' in it's name. If it has the 5-digit product number, then it's an exclusive, not necessarily a UCS.

There are often quite big debates on this topic. Some people do say the Sandcrawler and Minifig Death Star etc are UCS, but I personally wouldn't give them the title. The Brickset list can be seen here, but even that is debateable. I'm still yet to be convinced on both the Death star and Greivous, but the rest are fairly agreed on. Although some say sets such as the AT-ST aren't UCS, just because UCS isn't in the name, 99% of people would still agree it's a UCS

I always believed that UCS sets came with a small sign with the details of the ship in question, but again the death star 1 could be considered a UCS....though number 2 is UCS.

That's my criteria as well. If it comes with the detail sticker it's UCS otherwise it's not. Won't work for everyone, but for me it keeps things simple.
