I think it's saying that the circled ones are exclusive to Target and the ones outside the circle aren't exclusive. But yeah that is a terrible ad that is unclear. A written explanation would be nice. Quote
SpacySmoke Posted January 11, 2011 Posted January 11, 2011 The ones in the blue circle definitely come from the Target exclusive sets (City House, City Bank, Off Road Fire Truck with Fireboat). The other ones probably come from the regular Police and Fire sets, but I'm not sure. Quote

Within the blue circle, the top row of minifigures are from the City Bank and Money Transfer and the second row of figures are from the City House. The Target US website currently lists the City Bank and Money Transfer set but does not include a price or date of availability. Combine that information with the box's packaging that includes the "Special Edition" label, and it becomes apparent that the set is most likely Target's latest exclusive. I guess I now know what I'm spending my Lego Target Bullseye gift cards on... Quote

I'm waiting on a call back from Lego on the bank and chase sets to see where they'll be - the city house is a Target US exclusive, but Toyworld in Australia....odd, because when Target US gets a SW exclusive so does the Aussie Target store get it. I hope can clear this up. Keep on looking ! Quote
