So after closer inspection of the Small Car instruction booklet I saw this on he picture.

Sorry it's all grainy like that. But you get the picture. Was this a prelim of the City Corner or something?

Its just CIty corner in blue. Lego designers always put great looking models behind the real sets, such as houses and buildings.

they obviously switched the red to blue so it didn't take your eyes away from the fire subtheme sets which are predominantly red. The fire sets were the subject of the picture.
