I've seen some people upload pdf files to their Brickshelf galleries (like HERE) - they seem to work just fine. However, when I tried to upload such file, it took some time (meaning it was actually being uploaded), but the file was not there! I don't think it's the matter of size, I've tried with large and small files - no luck!

Any idea what the problem is?

Brickshelf stopped accepting the uploads of .pdf files several months ago. I used to upload custom instructions of my MOCs as .pdf files, but haven't been able to do it since May, if I remember right.

All .pdf files that were uploaded before they stopped accepting them are still available.

I don't know, but I expect Kevin did it because PDFs are more annoying to moderate-- images are easy to view and tell at a glance (mostly) whether they're acceptable or not. But PDFs require you to open a viewer in order to see what's in them. That's just a guess, though. Could be something else entirely like wanting to cut down on supported media or something.
