Goodness, such a broad question......my question to you is actual sets, MOC's or a combo of both ?

Also do you want modular or classic open backed sets ?

A good starter is 7641 city corner, then 8403 house and 8404 public transport.

You could try and download instructions for classic town sets and then build them up out of spare parts or broken up sets.

Well, that's quite a general question your asking.

What could be a possible way to go is by starting to write a small history about your town.

This could at the same time be your city developement, as I guess it will be growing as you buy and add new mocs.

Once upon a time......

There was a castle, a few farms and small village houses surounding it. in ancient style. surrounded by trees and forest.

Years later the castle got bigger walls and surrounding a larger area. There is need for more buildings and functions, maybe a mill, a church a hospital, a townhall all in more recent cafe corneresk style. Nowadays these old buildings are still part of the modern city life but surrounded by a more recent building style, bigger roads, trains monorails and such.

This way you can try your skills on different styles, and see what suits best, and at the same time it gives a nice blur of different building types. and gives a more layered view of your city.

This is a very open ended question. Do you have sets you plan to incorporate? Or are you building from scratch?

In MOC's that I've seen in the past, obviously there are houses but to me there are 3 levels of City MOC's.

Setup with some buildings

Setup including buildings, roads, foliage, streetlights, all the extra stuff.

Then all of that with a train or monorail incorporated.

Those are just my ideas of different levels of complexity.

With more info from you, we can give more precise answers.

You should look around here for ideas, look at peoples posts of their city layout. There's a lot on here who have excellent cities. Get on Brickshelf and YouTube and search Lego towns. But, clearly the best place to start is with Creator Houses, modular buildings(if you can afford them, don't mind spending a lot on one set). Definitely buy the road baseplates, it will tithe whole thing together and make it look 10x better.

Maybe my city will inspire you...but you schould build it up not too fast... just take it easy and enjoy every building or vehicle you add to your city.... :thumbup:
