Unidentified stickers

I have had the following stickers in my sticker collection for many years now, but I have never been able to figure out what they're for or even how I got them.

They are related to Lego in some way, since they all say "copyright 1997 Lego Group" on them, but I've never seen such stickers used in any set.

Has anyone else seen these before?

Thanks, that at least clears up where they came from. I have several of those Shell sets.

What are they for though? The sets themselves don't use them at all.

Maybe they were for some kind of sheet where you stick them all on, and can send off for another small set. I've done things like that for Lego sets before, though not with these sets.

Having worked at a fuel station for a few years when I was 16 they looked to me like the signs above each pump to let the customers know which pump they were on. That guess could be way off though.

Maybe it´s just additional stickers, like in this years Tiny Turbos´silver and gold extra stickers.

There are 8 sets I believe. So there are stickers 1-8 to let you know when you have completed the series I believe.
