Pad-Printing Minifigure Torsos

I'm going to wait until they release a list of the Minifigures to be featured in the Lego Ideas Capsule Machine set; but Who should I talk to about custom Pad-Printing an updated Front and back torso for Captain Iron Hook from the Classic Pirates line?

PAD printing tends to be used only for fairly large print runs as there is significant cost in producing and setting up the printing cliches. You are probably better off using UV printing for one offs or small runs. Or home printed decals if you want reasonably cheap.

For large-volume production, you may consider using a single-color pneumatic pad printing machine. This type of equipment typically requires a printing pad, printing plate (cliché), and specialized ink to operate.
