What determines whether a topic gets an asterisk, describing it as "featured"?

When a topic has been featured, it is shown on the main page of the Eurobricks. In another words..."Frontpaged".
That topic gets more exposure, and consequently, views.

It usually goes to a topic presenting an important news, sets, or a great MOC (a custom creation, "My Own Creation") which stands out.
