Hmm, I'd think something like PETG would probably be technically strong enough for it to work, but it would take some very precise CAD work to make them functional, I think. These aren't parts I'd really imagine being a good fit for 3D printing

Well looks like my MOC/Gunpla hybrid project is gonna need some pretty precise sculpting by hand if I want this to work... Either that or I find an already existing 3d printable model of a ratchet joint

You could also try ABS.  Ratching mechanism may need to be somewhat flexible and not too brittle that it breaks after repeated use.
