It'd be interesting to know if Milan originally intended for a high/low gearbox to be included, but couldn't get it to work due to space and/or time constraints.

Now that you mention it, it would totally make sense: the gearbox would have been scrapped for cost reasons but not the diff lock because they wanted to use this function as this model's main feature...
