Is there anywhere that sells Western sets cheap? I'm hoping to semi-MOC an Old West town, utilizing Gold City Junction and Sheriff's Lock Up.

Check Bricklink for used sets and see if there's a deal (but most likely not).  You might also be able to find a lot on eBay that is incomplete and at a lower price due to that but useful to you in this case.  Otherwise you'll be paying over retail (which I assume is not what you would consider "cheap"), and it might be better to consider virtually building what you want in Studio - starting from the instructions for things like Gold City Junction - and modding there, then see what your cost would be on Bricklink for the parts and make adjustments as needed.  Most of the components for those sets aren't particularly rare or expensive other than the sticker sheet and some of the printed parts or specific minifigs, so Bricklinking what you need may be the economical way to go.

You could try looking for used Lone Ranger sets, as that was the last similar line so likely to be most readily available.
