Or do you mean loose LEGO parts that are sold in bags? Either way, the websites you mentioned are kind of the only way if you are looking for the old ones.

NOT those taken from full sets or loose parts. Not the old ones, not retired is fine

Not the old ones, not retired is fine I don't know what kind of shops you have in your country, but if there is a LEGO Shop, or Toys R Us, you could find promotions there, but that typically includes having to spend several hundreds to get it. If you're lucky you could find some local dealers who sources for LEGO sets, the prices should be more reasonable than those online.
