Is it a great deal for 60210

Today a shopping mall here has "limited time offer" for some models of new Lego. 

60210 is sold at approx. USD 53

Do you think it's a great deal for presents or like getting bricks for other use ? On condition that I personally do not like City theme too much

Regular price here is about $90 USD, so $53 USD is a pretty good sale price, but even at that lower price the price per piece isn't great.  There are some larger elements in it which factor into that, but unless you have use for those parts I wouldn't buy it.  Now, picking it up as a gift for someone at that price I think would be worth it.

Is it too difficult for a kid of 8 years old?

While that depends on the kid's skill it really isn't a complex build.

60210 wasn't worth it to me - except for the people and the little car that the crooks escape in. I'd stay with 60141 or wait to see the one in 2020 if you want a police headquarters to complement your police vehicles.
