In addition to LEGO CITY 60202 or LEGO CITY 60134 or LEGO 60153 etc

is there any value pack of LEGO minifigure where it doesn't include 

figures like star war or ninjago etc, I am looking for minifigures with normal

daily dressing to be put in my town. On average how much is a minifigure of my request? (NOT star war, NOT ninjago NOT pirates or halloween etc)

In addition, No fancy accessories is needed, NO camera NO selfie stand etc)

The “People in the...” are likely your best bet. Currently there’s the Beach one(which is older) & the more recent Outdoor one. Some people think they’re overpriced, but I was quite happy with the Park one I bought.

There are sometimes "Starter Packs" or Starter Sets from City. Coast Guard might still be available and fit what you need.

Your next best bet is the less specialised CMF series when they are on the market. There is at least one or two figures that fit a City.

Additionally, while I don’t know what your personal level of access to a LEGO store is (or what your local store’s parts selection is like if you have one), it may be worth your while to look at the Build-A-Minifigure kiosk found in many LEGO stores. They often have elements for City-type minifigures reflecting normal everyday existence.

Another source to explore is the lego education site.  They usually have classroom packs of generic mini-figures (as of this writing they have two, community and fantasy - each with 21 figures and supporting props).  Economically it's not the best buy out there (you're also paying for "classroom" resources that you may not care about) but if you just want a bunch of figures without the hassle of putting together multiple bricklink orders (and paying multiple postage fees, etc.) it doesn't hurt to check it out.  Nominally this site is for educational sales (I used to be a professor) but last time I checked, they'd sell to anyone, verified teaching credentials only seem to matter if you're applying for tax exemption or trying to pay with a purchase order.

For my case, I want to purchase A LOT OF city/community/society minifigures

that they will be staying around with my street view modular buildings later. 

That's why the figures shouldn't be star war or harry porter, they should be

just ordinary someone with normal clothing. 

And Assembly square which I must be purchased later, They only come with 8 figures, I wish I'll put 50 figures inside.

If you have a Lego Store nearby, also check out the sale item What Am I? - a game like Guess Who, but also a decent min8fg pack. You do get 2 of each character though. I hope this helps!

What is A LOT? If it is just 50, you can easily find bricklink sellers with that many generic figures and/or parts in their store. If you buy some spare legs, heads and torsos too, then you can mix them up so it doesn't matter if you buy 5 of the same minifigure, as they will all come out different.

I wouldn't put 50 minifigures inside a modular though, it would be a bit cramped.

I think I will only buy from Amazon or box set because I am worried that brinklink sellers will give mee LEPIN instead of LEGO, I've seen some review that LEPIN has been coming up with LEGO in terms of quality that could sometimes fool people. I am not rich but I will NEVER get LEPIN

You will probably not find much that you can use if you are so distrustful. You will be restricted only to sets sold by amazon (not third party or fulfilled by amazon). And I don't think amazon sell the community type sets, so you will need to purchase city sets just for the figures. Very, very few sellers at bricklink are bad sellers. Many sellers have been there years and sold thousands of items without cheating buyers. Any sellers selling Lepin would soon be caught out via feedback. Also city figures are cheap, selling fakes of them is hardly worthwhile.
