Anyone got any ideas how i can remove a Head piece from a batman Cowl?

its a printed head piece which is why i guess its got stuck. obviously ive tried putting the head onto a body but it just doesnt grip it

try it on different torsos, they have ever so slight width differences, or very gently tighten the hole on the underside of the head (I use my teeth, I know I'm bad, but when you do it gently no problems should arise). Otherwise I wouldn't know.

I find it helps if I rock the torso side to side as I try to remove the head.  Otherwise, you could try adding a thin piece of plastic or tape over the neck of the torso to increase the diameter before placing it into the head.  This will increase the tension on the neck and hopefully will exceed the tension on the cowl.

A needle nose pliers can get minifig heads free if you don't mind the scuff marks. Sadly, this is the only way to get things out sometimes.

If you know anyone in the medical fields a pair of rubber tips hemostats are a dream for that sort of thing.

You can also use heat shrink around the tips of needle nose pliers to reduce risk of damage.  This is a cheap and easy solution, though I have never needed to go this far as I have always had success with using tape and rocking the head back and forth while removing.  Dipping the tips of needle nose pliers in silicone is a great solution as well, though it is a more expensive option.

Another possibly simple option I've had luck with is to put the head onto an old torso. I couldn't say for sure how old it has to be but using late 80s / early 90s torsos has worked for me, their necks seem to be slightly larger than recent figures.
