The brick selection for 10184 includes 6 different minifig heads and 6 different pairs of pants. So it's at least six minifigures.

And there are 8 different hats and hair pieces (two caps, two police hats, one top hat, one male hair piece, and two female hair pieces) which should indicate that there will be 8 minifigs in that set. Only three different torsos though, that really doesn't make sense..
