The short answer is No. Just eyeballing it, the opening of the tire would probably fit into that groove in the hub (but would be under stress because of the thickness of the rubber tapering), but the hub can't be pushed in without damaging the tire. Unless you find some that are a lot more flexible than what I have, but given the age… I don't think it'll work unless you're OK with the tire never being the same again!

Do you know if that old tire can be stretched to snug onto this wheel hub? I'm hoping the tire will fit into the deep groove in the hub... Much appreciated!

Those tyres barely fit onto the hubs they're intended for, and the hubs you want to use are a greater diameter (11mm vs the compatible 8mm). The strength required to make this work would disintegrate the hubs through sheer hulkness.

Oh also: depending on how you want to connect the wheel, technic half-bushes might be a better idea, since they are the same diameter as the proper hubs for those tyres, and the axle holes give some decent connectivity options.

They'll still be difficult to insert and remove though, because the material those tyres are made from is much harder and less flexible than the stuff we get these days.

The age of those tyres also makes them very brittle. I own some and I try to keep them on the correct wheels,the red ones that are part of a full assembly. Even swapping with the more modern wheels with the same diameter as the old red ones is a risk.
