It becomes pertinent when deciding whether or not to include it in a historical record like Technicopedia. I had to make a lot of judgement calls concerning what to write about and what to omit. Often the line was more gray than black and white.

I'm sure you could say the same about 8450 The Mission. It is not Technic, yet it is the #1 sought after set by Technic MOCers

Both sets are fully built from Technic parts, but building technique is greatly different from Technic models: both sets are basically built around a "core" that consists of the RC unit, two Buggy motors and the steering unit.

Only very few parts are really "functional", most of them are "cosmetics", to give the models a better look.

Nevertheless, those are really fantastic sets, full of really rare and useful parts, starting from the powerful buggy motors, to shock absorbers, up to panels and lift arm in "pearl dark gray" color... Not speaking of the tires, particularly useful for mid-scale MOCs.

So, they are not Thechnic sets, but they are very useful for Technic fans and, like Ferrari Enzo, Ferrari 599, Ferrari F1 1:8, Williams F1, they are considered "almost Technic" and, for this reason, already widely talked about in this forum.

I was lucky enough to buy a MISB 8475 quite cheap (150€), last year, and I really enjoyed driving it indoor!

Using my theory of it's Technic if it says Technic on the box……..

I'd say 8450 is a Technic set. (and still on my outstanding set want list)!
