More likely, someone is trying to scam money from a tax district, like the 300 times that Six Flags was supposedly coming to Florida, even though 6F Corporate has stated repeatedly that they will not try to compete in that market (wisely). Also: The Mall of America is a soul-less shrine to consumerism that underwhelms most visitors, has trouble maintaining tenant occupancy rates and most locals avoid at all costs until the relatives come to visit and want to go.
