I guess so, although It probably won't be front paged unless it's something big and official, and to my understanding contests take allot of organisation, but there's nothing stopping you

Long Answer: Probably not.
All contests go through the staff. If you are serious about an idea and would like to work with a staff member to run it, that MIGHT happen, I'd contact the moderator for that forum.
