Arms: white printed sleeves
Accessories: chinese straight sword or chinese broad sword

Gender: Female
Occupation: Eastern nobledame
Headgear: PoP Tamina-hair in black or [new mold] fancy "Geisha"-hair
Face: timid smile, fancy make-up (perhaps asian eyes, as seen in the Adventurer's line)
Torso: Cheongsam in dark-red or medium-blue. Perhaps some fancy pheonix back print (embroidery)
Legs: torso print continued
Arms: sleeves printed in matching colour (according to torso print)
Accessories: a fancy chinese tea-set perhaps? Or a peacock as an animal companion!

I keep seeing "Doctor Who" request and it got me thinking why not just make them mini-figures collectibles.  You could have all the "doctors" his "companions" and the "aliens/bad guys" he meets along the way.  Because it does not look like you could get much out of a regular theme with "Doctor Who".

Type of Headgear: Tan fishing cap with wavy-ish brim (e.g. landspeeder hat with goggles  from Lego Star Wars) with prints of lures

Type of facial exspression: black beard with determined look

Color on torso/legs: Medium nougat torso, medium nougat legs with 2 pockets (e.g. Max keychain pants, but in nougat)

Accessory: Shortened version of original fishing pole and smaller version of spongebobs fishing net, perhaps a fish (but what fun would a fish be?)

Here's an idea, which would be very relevant for my custom minifig collection:

Mannequin/Dummy figure
Gender: neither
Occupation/print on torso: none, or possibly some body markings
Type of headgear: none
Type of facial expression: none!
Color on torso/legs: white or tan
Accessory: none

I suggest this because I've been using Bricklink to get all the separate body parts, and it would be easier if the figure was readily available. Or maybe it is!

IMO, that would be a little boring. I'd say:

Print on torso: Very un-wrinkly light blue shirt on white, with a pricetag on back
Type of facil expression: Not an actual face, but shadows from the eyes/mouth to give it more depth
Accessory: A stand that fits into where the legs would go/A 2x2 tile with stud in center in a color that isn't Dark tan

A mannequin would be great, for shop windows and mall layouts. The clothes don't even matter since most people will use other torsos. To make it look more like a mannequin, then, how about if it came with a price tag accessory rather than a printed one? Something for around the neck so that it looks like it's attached to the chest.

Occupation: Eskimo/Inuit, if that counts. The minifig would officially be called something less specific or offensive, like "ice fisher"
Type of headgear: Earthy- or grayish-colored Parka. Dark Tan (Sand Yellow) would be good. Or some gray color.
Facial Expression: No idea. Probably straight-mouthed, kind of like the Ninja.
Clothing: Fur-lined to match the parka.
Accessories: Maybe a spear?

Facial Expression: Definitely more "minifig-like" than some of the original basketball figs

Love the Elvis idea, Zorro, FIsherman, the Eskimo and many more.  Also expect to see the Samurai return before the series is finished.
