That same guy has had all sorts of cool custom minifigs up on Ebay, if it's who I think you are talking about.
EDIT: This is one example of the work of the guy I mentioned. He's really good.

I create custom heads for minifigs. Check out my tutorial: 'SCULPTING 101'. I have a tutorial explaining how to create custom heads out of Sculpey.
