I think it's the same as the rating of trading/gaming cards (like baseball cards or MtG). They rate it, then seal it so it stays that way, with a certificate and all.
It isn't that cheap though to get them rated, but it does guarantee that it is in a certain condition.

I 've read some things about it, in their website and it is something like that. As far as i've seen, mostly action figures' owners have the tendency of this procedure.
The only Lego set i saw (based on a quick ebay search) is the BSB above. It's almost factory-new. (odd term, i know :pir-sceptic:
